The new €300m Luas extension which opened this month has been widely criticised by commuters who cannot park.
It is understood that the surrounding land is now tied up in NAMA and can therfore not be developed as a park and ride facility.
Commuters were turned away from the new Cherrywood terminus on opening day as there were no parking facilities available. It is understood that clampers have been assigned to the area.
Both the RPA and Dun Laoghaire-Rathdown County Council are said to be considering some temporary solutions.
